The proposal by lawyer Jeffrey S. Cooper and his partners to build a $402 million mixed-use development near Collinsville anchored by a new professional soccer stadium has a familiar ring to it: Sports stadium, shops, offices, hotel, residences, developed by a public-private partnership, paid for in part by tax increment financing and opening, perhaps, in 2009.

It's like Ballpark Village East, except that the ball is bigger and neither the stadium nor the team that would play in it exists yet. In that sense, there are echoes of the plan that resulted in what's now the Edward Jones Dome: Build a new stadium and hope a team can be found to play in it.

Cooper: Collinsville Project 'All About the Soccer'

By the time the clock hit 3 p.m. Tuesday, Jeff Cooper had been in a conference call for six hours and 47 minutes.

It was an ongoing discussion of the establishment of a women's soccer league, developed with Major League Soccer. If Cooper's proposed Collinsville stadium goes forward, he expects to add a women's soccer team to an MLS franchise.

Stadium Could Generate Millions for Local Economy

Close to $225 million in additional revenue estimated 

The $400 million soccer stadium and mixed-use complex planned for a farmer's field at Horseshoe Lake Road and Interstate 255 could generate as much as $3 billion over 10 years, create several thousand jobs and secure Collinsville on the international soccer map, the developer told the City Council Monday.

"David Beckham -- if this plan is approved -- will play in Collinsville," said Alton attorney Jeff Cooper, referring to the European soccer star whose premier this month for the Major League Soccer team Los Angeles Galaxy drew hordes of media attention.

Collinsville Hears Pitch for Soccer Stadium

Monday's gathering felt more like a sports pep rally than a City Council meeting, like the home team was about to head in to the big game.

A dozen jersey-clad soccer fans outside City Hall here sang "Go, Jeff Cooper, Go Jeff Cooper," while one member pounded on a drum. Some supporters wore T-shirts that said: "MLS in the STL — The Time is Now."
